Since you're playing as a thief, your main way to earn cash is by attacking people on the street. When you hit a pedestrian, they'll immediately start running away, but they drop money when defeated. That means you'll need to chase them down and keep hitting until they drop their cash. The more people you rob, the more money you'll earn, allowing you to switch weapons, move faster, and create more chaos.
